Lay Member and Deputy Chair
David spent 14 years in charge of Public Affairs at Mencap with responsibility for campaigning and policy development. Prior to this, he was a Member of Parliament and a leading member of the Parliamentary Health Select Committee. David was a Borough Councillor for the London Borough of Croydon for many years, serving both as Deputy Leader of the Council and Chair of their Social Services Committee.
David has over 40 years' experience of public policy development in the health and social care fields. He directed Mencap's ground-breaking "Death by Indifference" work and is a determined campaigner for better healthcare for vulnerable adults.
David also played a major role in forming the Every Disabled Child Matters coalition of four leading organisations (Contact a Family, Special Education Consortium, Council for Disabled Children and Mencap). The coalition campaigned for rights and justice for disabled children, and was responsible for a change in law securing significant extra funding for the families of disabled children.
David is involved with a number of voluntary organisations including Action on Elder Abuse, the Challenging Behaviour Foundation, and Croydon Mencap. David's passion is driven by a desire to fight injustices, challenge unnecessary bureaucracies and to give everyone a fair chance.
